Ok, how does an NFL team pay him $134M over 4 years with escalators which potentially take it to the $180M range and not have problems surrounding him with quality personnel, i.e., paying his supporting cast?

They are going all in for the next two years. $21MM cap hit this year and $26MM next year which are reasonable cap charges for a QB at his level. 2020 and 2021 are when the cap hits get to the $32/$33MM range. He can be cut after 2021, which is probably when they restructure, rather than pay him $37MM in 2022.
