I was just looking over the Brown's roster, and a lot of their starters are nobodies. I was wondering how the Browns spend their minimum cap requirement when it looks like they only spend on defense. I know the spending requirement is based on a 3 year average or something like that, but the Browns haven't had the talent to spend that much. Same goes for the Raiders and Jaguars. Does anyone know how the really bad teams avoid spending their minimum payroll requirement?

Each team must spend at least 90% of the unadjusted cap averaged across a four year period (2013-2016 and then a second four year period of 2017-2020) and may be under that limit in one of those four years. Carryover does not affect the minimum spending requirement and can be carried over to 2020 when the current CBA expires. These teams can load up a huge adjusted salary cap after years of drafting at the top of the first round and have a few key positions (particularly QB) filled before spending a huge bankroll. Alternatively they can just keep spending the minimum requirement and pocket the carryover. If you're a team with the financial waffling of JAX, OAK, or CLE then it probably doesn't make sense to spend to the hilt. If a penny saved is a penny earned then whatever isn't spent out of the salary cap is earnings that team doesn't have to share with the rest of the league.

Even as Caitlin Brady is "exonerated" on a technicality more like a bribe, they still feel incredibly demoralized as a fanbase... as they should. They are a joke. Their city is a joke in a bubble.
