That's not the reason either though. It's because you are trained to shoot center mass. This is safer for the public as it reduces the chance of an errant round hitting someone other than the intended target, and you are supposed to meet deadly physical force with deadly physical force. There's no de-escalation of that, anyone that needs a simpler way to understand that needs to (re)watch 'The Untouchables'.
