He doubled the amount of votes she got... 20.7 million to 10.6. That's all you really need to know in terms of who France wanted as their president. If voter turnout was low, it was low for both sides... the winner and the far right nut job. Looking back at past results, Macron received more votes than France's past two presidential winners, so not exactly sure what you mean by "lowest performance by a winner".

Sarkozy 2008 - 18 983 138 votes Hollande 2012 - 18 000 668 votes Macron - 20,8 million votes The numbers are skewed because around 40% of the people who voted for him admitted doing so to stop Le Pen. He's still going to have a hard time getting a majority in the Assembly.
