Unless they both go QB-QB either Winston or Mariota is very likely to fall to us for better or worse...which one is a toss-up at this point.

Moving up to the second spot will be very costly.

Sure, they may trade out, but how many bidders do you think are out there? If the Bucs take Winston, there are probably 3 teams that could be potentiall threats to move up. Those would be Cleveland, Philly and a way outside shot Houston. Everyone is so certain Philly is all in on him, but they have much bigger needs than QB and would have to give up an enormous haul to move up that far. Cleveland has the ammo, and a desperate GM, but they also have tons of roster issues and could easily stand pat in the first round and go QB later. That would be the smart thing to do. Houston is a wildcard in my opinion. High unlikely, and still a pretty big jump, but not undoable. There is a very serious chance he is there at 6.

Who would want to pay a kings ransome to move up to take a player other than a QB? Not as easy as snapping your fingers and making a deal
