He obviously intended this conclusion. You don't send a manifesto to the news, record the events and then post it online with rambling admissions if you don't intend to be killed or kill yourself.
These two people were his targets; there was nothing random about this. From his comments on twitter and facebook it sounds as though both victims complained to HR and that led to his dismissal as a reporter on that station. I'd guess whatever got him fired was bad enough it blackballed him in the media and after not being able to find work he snapped.

That guy that shot a security guard and then himself in downtown Manhattan last week was also permanently unable to find work after being fired. But in his case he got fired for being a whistleblower about wasteful government spending of tax dollars. THAT is effed up

Less quick... than people may realize The man suspected of killing two WDBJ7 employees Wednesday morning shot himself on I-66 in Faquier County, according to state police. The suspected shooter has been identified as Vester Lee Flanigan, also known as Bryce Williams. He is still alive and is in critical condition. Previously, state police said Flanigan was dead.

Worked with many tools who rationalized away their own failings, racism, poor work performance or anti-social leanings by fashioning themselves as "whistleblowers". The fact that both of the incidents you referred to ended in VIOLENT GUN DEATHS....should tell you everything you need to know about their alleged motives.

Doesnt look like he was too familiar with the particulars of the case much beyond Downings version. From the NY Times:"Tom Devine, the legal director for the Government Accountability Project, a nonprofit dedicated to supporting whistle-blowers, said on Saturday that he had communicated with Mr. Downing for more than a decade. “Every few years there’d be a flurry of calls from him asking questions or asking for support, and we would tell him his options and he’d never make any progress beyond polite responses from government agencies,” Mr. Devine said. “ He was someone who just couldn’t stop beating his head against the wall.”
A federal review board eventually rejected Mr. Downing’s case, but he continued to pursue it. “He didn’t display any symptoms of deep anger or violence, he just seemed like someone who was obsessed and couldn’t move on from an incident that happened decades ago,” Mr. Devine said." And lets be clear...you cant justifiably "be driven" to kill an innocent bystander simply doing his job...if your mental state was solid to begin with. If he was that fragile, chances are it affected his work performance all those years back. His original beef? The Office was closing in NYC and moving to NJ. He didnt want to go. So he killed an innocent man in cold blood. Yeah...a whistleblower.
