Can't include Cubans - the law says they are granted asylum once they step foot on US soil. He can't ship them back unless Congress changes the law. That's why Miami went along with him. |

Obama recently ended that practice. People suspect it is because the Cuban population in Florida showed strong support for Trump in the election. |
