Article is too long to repost, but it has to do with doctored audio and video being used nefariously. The tech was developed by Hollywood to create footage of a younger version of a character in a movie, or in some case, have a character in the movie where the actor has died. There's a link in the article to youtube examples (Carrie Fisher in Rogue One, Arnold in Terminator: Salvation, Kurt Russell in Guardians 2, etc)
