So I see this is the big news on the Twitter feed. Was this Rex's responsibility before? What is the feeling about this being set up this way. It actually makes me kind of uncomfortable, it seems like a HC thing. I don't mind both HC and GM reporting to the GM though others thought that was a bad arrangement.

I think that the GM having final say is fine and appropriate. The key thing though is that there's a constant dialogue and understanding between the GM and HC. Todd Bowles should have the ear of Maccagnan, his ideas and preferences should be a very, very strong factor in personnel decisions. But when it comes down to that decision moment, the minute that you're actually going to ink a player to a 5-year deal and $55M, that has to be on the GM. He knows the Salary Cap, he is the one to be trusted about whether spending that money on that player at that particular position on the field is the right longterm decision for the New York Jets. Bowles may know who he wants from a player standpoint but Maccagnan has to factor in many other things. Just my opinion.

If the GM and HC have a functional relationship then there is no issue. Also, we are probably talking about bottom of the roster guys.

Macc will be at practice, watching his players practice, and will have an understanding of what it is he's seeing with his own two eyes. This could not be said of our last two bean-counting managers. On top of this, much that's been written of Macc is his collaborative approach and ability to work with others.
He will have final say, but not the only say.

Can't really give a rookie head coach that kind of power and responsibility. Parcells had the resume to demand that. And someone like Rex, who only wants players for his defense, also can't be (or shouldn't be) allowed to have the final say on personnel.
