It is really a numbers game. A tagged player gets a salary no lower than the average of the league's top five salaries at the same position. The result is that the franchised player winds up being the second, third, or fourth highest paid player in the league at their position (yes...as compared to LAST year's salary records...for the nit pickers). You have to ask first whether you have any player that is worth being the 2nd, 3rd, or 4th highest paid player at his position. You have to ask second who is available through free agency, and third whether you can hold out for a draft pick to "possibly" improve. No one forces you to franchise tag. From that list, Harris is the only one who be considered for longer than a nanosecond. After 0.68 seconds, you likely conclude that even though he is better than many on the Jets, he likely does not warrant a top five salary (fast forward to 6:20 in the video...): link
