"The Computer Stops Responding
Press the Power button for at least 15 seconds to make sure the computer turns off.
Disconnect all external peripherals including the keyboard, mouse, and external monitor. Peripherals also include external storage devices such as flash drives, USB devices, printers, cards etc.
Press the power button to see if the computer turns on and boots up ok, if not, refer to Dell Knowledge Base article Computer Does Not Turn on, or is Stuck on the Dell Logo Screen.
Perform a diagnostics on the memory on your computer, browse to the Dell PC Diagnostics page, click the Advanced tab, and then select Hardware and choose Memory Stress, then click Run Diagnostic.
Perform system maintenance on your computer, for more information refer to Dell Knowledge Base article Optimization and Maintenance of Microsoft Windows or Troubleshooting Slow Performance Issues.
Start attaching devices one at a time and test to see if the computer stops responding."

Your computer can be non responsive because of one of the following reasons:
No Power - Not receiving power
No POST - Unable to complete Power-On-Self-Test
No Boot - Unable to launch Operating System
No Video - Screen does not display anything.
No Power
Computers have a power indicator that glows when it is receiving power. On Desktops the front panel of the computer case has LED near the power button. Try the following steps to resolve a desktop no-powering situation:
Try a different wall outlet, and power it on
Reseat the power cord which is connected to "Power Supply" of the tower and power the Desktop on
Swap the power cord of the Monitor with the system power cord and power on the Desktop
The power cord supplied for a monitor may be different based on the manufacturer, Dell monitor power cords are inter-changeable with Dell Desktops
On Notebooks this indicator may be a lighted power button or it may be an LED located at the upper part of the keyboard or along the front edge of the computer itself.
Try the following steps to resolve a notebook no-powering situation:
Ensure that the battery is fully charged
Remove the Battery and disconnect the AC Adapter; Hold the power button down for 5 seconds to discharge "Static Flea Power"
Reseat the battery on the Notebook and power it on
Remove the Battery from the Notebook and power it on using only the AC Adapter
Ensure that the Power LED on the AC Adapter is lit to ensure the functionality of the AC Adapter, also try another working AC Adapter if available.
No POST
The term POST refers to Power-On Self-Test which is a series of checks the computer goes through whenever it starts. If the computer fails any of these tests, it will stop the start-up process.
Indications of a failed POST include:
If the computer is displaying the Dell logo and does not move past that point, it has probably failed POST.
If the power indicator lights up and it is amber or orange, this is usually an indicator that it has failed POST.
If you see text on a black screen, the computer is currently performing the POST. If the computer stays in that condition and does not move past it, it has probably failed POST.
If the video screen displayed anything at all during the startup process but is now black, this probably indicates that the computer failed POST.
If the computer is beeping or if Caps/Num/Scroll Locks are flashing, note if there is a particular pattern in which it beeps or flashes.

If the computer is not beeping and caps/num/scroll locks are not flashing, unplug all connections and remove all media communication devices (e.g. external monitors); reconnect one at a time and check if the computer functions.
For a notebook, press and hold the Fn key and then press the power button. This starts the pre-boot testing and will launch ePSA. In case you have a Desktop at the Dell logo screen tap the F12 key to enter One Time Boot Menu and use the arrow keys to highlight Diagnostics and press enter. Some Desktops do not have an F12 key, to access the boot options you have to press the <0> (zero) key at the Dell logo screen.

No Boot
After the computer completes the Power-On Self-Test, it will attempt to boot the operating system.
If the computer advances past the Dell logo screen and then hangs up attempting to load the operating system, it is most likely a No Boot issue.
For a notebook, press and hold the Fn key and then press the power button. This starts the pre-boot testing and will launch ePSA. In case you have a Desktop at the Dell logo screen tap the F12 key to enter One Time Boot Menu and use the arrow keys to highlight Diagnostics and press enter.
