it just looked wierd. i guess a holding penalty isn't a loss of down play. i went to the rule book on this and apparently, in the right circumstances it looks like a team can run the same play that the colts did with a player running for 10 yards, but also enough to make the first down, and commiting a holding call ad nauseum thereby running the clock down by going nowhere. the key is they have to make enough yardage to get the first down so the other team gets the penalty and not get backed up so far that the play won't work again.. and yes, for those who say it was obvious, i can only say it must have been a rule change fairly recently because holding calls used to be loss of down plays. thanks to all who replied. Holding plays were never loss of down plays on any level of football. The only way to lose a down on a penalty is for QB intentional grounding. Other than that for a down to count the penalty would have to be AFTER the play was over or for the penalty to be declined.
