This job did require permits; we found out is what happening when they were posted on the entrance doorway. And, cutting holes through all the concrete floors for the risers was a little more involved than what you're picturing. But I get what you're saying, whatever it took was certainly the easier, and cheaper, way out Its a business after all..jeebus Christ look at that avatar. omg I told yall she kills it in yoga pants

Good thing an engineer looked at the conc floor to make sure cutting holes in it is OK. How the hell is ANY kind of work like this going on in an apartment to begin with?! Particularly one that is being RENTED. WTF is goin on here?!

Particularly one that is being RENTED. WTF is goin on here?! Sure, why not? Most of it was in the hallways, then they drew cable in from the hallway through the ceilings. The LL is required to provide a way for the tenant to cook (and not on a hotplate)
