By league rules there are certain windows where you can talk with coaches of teams that are still in the playoffs. They spoke with Quinn during that open period and now can't speak with him again until either the Seahawks are out of the playoffs or during the bye week before the Super Bowl. League rules don't allow them to sign him until after their season is over.

You can interview a coach who is still in the playoffs, subject to certain conditions, but you cannot sign him, reach agreement or offer him a contract until his team is eliminated.

If Schefter said that they were going to flatout hire him, then that implies that the Jets and Quinn have already come to an agreement. Pretty sure that would be tampering Quinn is going to be the HC. The guy can see Metlife from his backyard in Morristown and there were already reports that Quinn has told close friends that the Jets are his #1 choice. How would that be tampering, the Jets interviewed Quinn, he will undoubtedly be a head coach next year, what could possibly be tampering? What do you mean what could possibly be tampering? If Schefter said that Quinn would undoubtedly be the Jets HC right now had Seattle lost to Carolina, then that essentially means that it's already a done deal between Quinn and the Jets despite the fact that they can't hire him until Seattle's season is over. The Jets could very well have a handshake deal in place with Quinn behind closed doors, but you can't make that public.
