Have you really read about this American Health Care Act being proposed? It doesnt do much, if at all, to lower the cost of health care, and is being likened by the House Freedom Caucus and others to "Obamacare light."
And yes, you dont have to pay a tax penalty to the govt for not buying health insurance. Instead, it sounds like you're paying what amounts to a penalty to the insurance agencies directly. Its an individual mandate with a different name. Theres still a Cadillac tax.
It seems like a lot of the same stuff, just with a different name for everything. Theres nothing to address insurance companies selling across state lines, nothing to address lack of competition in the market place, nothing to create a national marketplace for insurance, essentially nothing to help let the free market drive down health care costs, which in the end, isnt that the major problem?
I think they're really missing the boat on being able to make substantial changes. I'd rather see something more like the Paul-Sanford plan:

No individual mandate but insurers are allowed to gouge you on cost if you let it lapse. (30%)

The unemployed guy you're worried about, its awesome he doesn't have to buy insurance.. hes young, healthy, etc. But say he gets a job for a year, and buys health insurance, then loses his job. A fairly common millennial scenario. He goes back later to buy insurance when he gets another job and can afford it again, and he gets boned by a 30% penalty. That sucks. Although with the latest jobs report, pretty soon no one will be unemployed, so its all good!
