I don't think the guy measured the psi. Probably knows that pushing the needles in and counting to 2 Mississippi releases about 2 psi.
90 seconds doesn't sound like a lot, but it is a good amount of time. Go stare at your watch for 90 seconds and you'll see its longer than you thought.

Doubt you could deflate 11 balls in 90 seconds. Putting air in takes time. Letting air out takes no time at all. Seconds - especially if you have a lot of experience doing it, and are working to a very strict timetable while you illegally (allegedly) mess with already inspected footballs. In his apparent haste, even managed to miss one ball. Amateur!

You could piss deflating 11 balls in 90 seconds.......
Walk in and lock the door - 5 seconds.
Empty the ball bag on the floor - 3 seconds.
Deflate each ball at 4 seconds per ball - 44 seconds.
Put balls back in the bag at 3 seconds a ball, total 33 seconds.
Pick up ball bag and unlock door - 6 seconds.
Total = 90 seconds.
Verdict.....Guilty

I would bet the balls are overfilled, and then released down to correct pressure anyhow with equipment that's more expensive than $7.99.
