However we don't know this ranking to be true until Williams has taken the field and proven it. Clearly Mo and his agents want to finish their deal BEFORE we know the answer. This is why Mac holds all the cards including the ace of trumps (franchise tag).

Lets see what the kid can do before deciding that he is as good as or better than Mo. Unfortunately, since Mo has little to no leverage, the only way he gains any leverage at all is to hold out. I am hoping he shows up next week, but I have to think his agent will be advising him not to -- especially after the agent came out and said they were undecided after word leaked that he was planning to show up.
